What type of paint was used to refinish the rims?
@skulig Hello. Check the new photos added for the wheel. The black came off and shows no sign of repair. Brought wheel to tire shop and had them do a road force for straighteners. Results are photo'd as well. Wheel is straight. Print out is in photos.

In photo 19, why is the rim so discolored?
@rmm177 They were refinished black. There was no previous damage. They are new but old stock.
Were these repaired? If so what was the damage? Are they refinished or powder coated?
