@brandywine Yes it matters. Knowing the mileage of the car and whether it passed emissions testing is pretty relevant to the value of the car.
@pwallen does it even matter what the seller says? assume its broken. Most likely impossible it hasn't moved in 10 years. at the mileage level on this car the mileage is almost irrelevant anyway, just my 2 cents

February of this year the car failed emissions testing. Was that resolved?

Miles are probably in the mid 200's. or Even low 300's. The odometer clearly broke in 2013. These cars are renown for broken odometers.
